KATHMANDU, July 31 - A majority of central leaders of the CPN (Maoist) has urged the party leadership to lead the next government only if the party's three 'conditions' are fulfilled.
Deliberating Maoist chairman Pushpa Kamal Dahal's political proposal during the party's central committee meeting Thursday, the party leaders said the party won't be able to function effectively in government if its conditions for forming the government are not fulfilled. The party called its central committee meeting to discuss strategy after President Dr Ram Baran Yadav invited the Maoists to form the next government.
Dahal in the proposal sought the central leaders' views on whether or not to form the next government under Maoist leadership.
He has however stressed that the party now has a historic opportunity to take leadership of the next government.
The proposal is open on forging alliance with any political party to form a government.
While presenting the proposal, Dahal said the next government can be formed only through a political consensus.
"The three-party alliance must break up for the Maoists to lead the next government," senior Maoist leader Mohan Baidhya told the Post.
He said the Maoists shouldn't take the initiative in forming the government until there is a conducive atmosphere. "Currently, we don't have a majority to claim the right to form the government," he said.
He said the party will prepare a common minimum program and lead the next government if a favorable situation is created. Another senior leader, CP Gajurel, said the party will seek consensus with other political parties as the people's mandate is for a consensus government.
"We are open about the ways for forming the next government," Gajurel said, adding, "The situation may require alliance with any political party."
The meeting realized the party's weakness in its failure to elect its candidate to the presidential post.
The party secretariat meeting had recently set out three conditions for forming the government under Maoist leadership. The conditions were --I. The recently forged alliance between the NC, UML and Madhesi People's Rights Forum (MPRF) must be broken up. II. A common minimum program (CMP) of the 25 political parties represented in the Constituent Assembly (CA) should be prepared to reflect major Maoist agenda, and III. A written commitment stating that the next government will continue unhindered for at least two years should be given by all the political parties.
Eleven central leaders including Top Bahadur Rayamajhi and Sunil Poudel presented their views on the party chairman's proposal today. The secretariat members will make their cases Friday morning. "We will reach a conclusion on whether or not to form the next government only by tomorrow," Gajurel said.
